The Council Recommendation of 26 November 2013 stresses that insufficient physical activity remains one of the leading risk factors for poor health, non-communicable diseases, and rising healthcare costs across the EU. It highlights that promoting health-enhancing physical activity (HEPA) should not be limited to the health or sport sectors but integrated across all relevant policy areas — including education, transport, environment, urban planning, and workplaces — to create active, supportive environments for all citizens.
Member States are encouraged to adopt or strengthen national strategies and action plans with measurable objectives, evidence-based measures, and regular monitoring systems. Cooperation among health, sport, education, and transport authorities is deemed essential, alongside partnerships with civil society and local communities.
The Recommendation also invites the European Commission to support Member States through benchmarking, research, and data collection, and to facilitate the exchange of good practices — including through EU networks and funding instruments promoting physical activity across Europe.
